Reuben Blackwell, IV

Reuben C. Blackwell, IV is the President and CEO of Rocky Mount Opportunities Industrialization Center (OIC). The OIC is a sustainable approach to workforce development that is uniquely positioned to offer an excellent academy, employer engagement opportunities and medical services that has served Eastern North Carolinians for over 50 years.

Additionally, Reuben is a member of the Rocky Mount City Council where he strives to increase and enhance the quality of life for the entire Rocky Mount region.

Reuben is a graduate of the University of North Carolina at Chapel Hill where he received a BA in English Language and Literature.
